Choosing between Dubai, Mauritius, and Portugal is one of the first questions faced by those considering tax-related relocation. The answer isn't universal. There's no single best destination —it exists for a specific profile. Comparing these three jurisdictions highlights the fact that the right choice depends on who you are, not on a ranking.


There is no single best destination.

That's the first reflex to correct. Many people are looking for "the" ideal country. This question is poorly framed.


An ideal destination for a high-earning, single consultant might be unsuitable for a wealthy family. A jurisdiction perfect for a crypto trader might disregard the needs of an executive transferring assets.


The right criterion: your profile, not a ranking

The destination is determined by your situation: income structure, family configuration, assets, life constraints, and potential sale horizon. It's the opposite of a ranking. Your life shouldn't adapt to your tax optimization—your tax optimization should adapt to your life.


Dubai: the rapid transition

Dubai has established itself as a benchmark for entrepreneurs and high-income professionals seeking a rapid transition.


Tax profile

Personal income tax is 0%. There is no capital gains tax for individuals. In most cases, there is no local inheritance tax, subject to further analysis. Since 2023, a 9% corporate tax has applied to profits exceeding AED 375,000—a marginal rate compared to European standards. Personal income tax remains at 0%.


For whom is Dubai relevant?

Consultants, online entrepreneurs, traders, executives of international companies, high-income content creators. Mobile profiles, without strong territorial ties, who value speed of installation and infrastructure.


Points of vigilance

Dubai, being outside the EU, does not automatically grant an exit tax deferral—he wonders, with guarantees. The distance from Europe and the cultural environment are not suitable for everyone. And residency must be genuine: an actual physical presence and a coherent lifestyle, as is the case everywhere.


Mauritius: Family Relocation


Mauritius combines a legal framework inherited from British law, a network of tax treaties and a Francophone way of life.


Tax profile

Income tax capped at 15% depending on the tax regime. Special regimes for non-domiciled residents. Numerous double taxation treaties. No inheritance or capital gains tax under certain conditions.


For whom is Maurice relevant?

Wealthy families, investors, passive individuals, entrepreneurs seeking a French-speaking environment. Those who want a relocation compatible with maintaining European ties, in a child-friendly environment.


Points of vigilance

Access often requires real estate investment. Geographical distance is a real issue. Benefiting from favorable tax regimes is contingent upon meeting specific conditions, which must be validated on a case-by-case basis.


Portugal: the European living environment

Portugal is attractive because of its quality of life, moderate cost of living and membership in the European Union.


Tax profile

The NHR scheme was reconfigured in 2024. The system that succeeded it remains geared towards certain qualified profiles, under evolving conditions. Portugal retains a desirable quality of life and remains within the European area, with the associated access to banking services.


For whom is Portugal relevant?

Qualified professionals, active retirees, families who value quality of life and proximity to France. Those for whom staying in Europe takes precedence over the lowest possible taxes.


Why Portugal is demanding an up-to-date analysis

The Portuguese system has recently changed. Eligibility requirements and actual benefits depend on the regulations in effect at the time your application is processed. It is a destination where outdated information can lead to an incorrect decision. Any recommendation requires verification of the applicable regulations at the time of the analysis.

Dividends, earned income, capital gains, passive income, digital income: each type of income is taxed differently depending on the jurisdiction. High earned income does not have the same tax implications as passive income assets.

Assets already accumulated, passive income, children, and a desire to pass on wealth. Mauritius and Portugal are competing destinations: one for its French-speaking environment and favorable tax regime, the other for its proximity to Europe. The choice depends on life priorities.
