What you are really leaving behind
France is among the OECD countries with the highest tax and social security burdens: in 2024, its tax-to-GDP ratio reached 43.5%, compared to an OECD average of 34.1%. Regarding labor, the socio-fiscal wedge for an average employee reaches 47.2%, ranking 3rd among OECD countries. This is compounded by income tax of up to 45%, a flat tax of 30% on capital gains, the wealth tax (IFI) on real estate assets exceeding €1.3 million, and inheritance tax of up to 45% for direct descendants (60% for non-family members).
This is not tax evasion.
This is international tax planning, legal and governed by bilateral agreements. Banking transparency is now complete: 116 jurisdictions automatically exchange financial data, and by 2024, information on more than 171 million accounts—representing nearly €13 trillion—will have been exchanged between tax authorities (OECD, 2025). Offshore secrecy no longer exists. The only reliable path is genuine, established, and documented residency.
Why act now?
The trend is global and accelerating: in 2025, a record 142,000 millionaires are expected to relocate internationally; the 2026 projection reaches 165,000 (Henley & Partners). For the first time, France is experiencing a net outflow of high-net-worth individuals. At the same time, governments are tightening regulations: the differential tax on high incomes establishes a 20% tax floor, which will be renewed in 2026. Some opportunities to relocate will close within 18 to 24 months.
